Display your Calendar in Outlook (either Day or Week view). Right-Click over any of the time labels on the left hand corner to display the pop-up menu. As far based on my knowledge, if you cannot set time zone in Outlook for iOS, you can try to enable Location Services to automatically set the time zone in your iOS device. Because this will allow your device to use its current location to determine the correct time zone which may match on your work time zone, even in apps:
